Types of FSSAI License / Food License

All the food business operator who is engaged in doing food business operator in India are required to apply FSSAI license. Now under Fssai license or Food license, there are three type of licenses which is categorized according to the annual turnover of business, nature of business food activity, production capacity per day and many more deciding factors where a food business operator can decide which FSSAI License should be taken. Following are the type of license which are required to apply by FBO by keeping the above discussed factors:


1)    FSSAI Basic Registration:
Fssai basic registration is required for those food business operator whose business size is small and for new startups. The annual turnover of the food business upto 12 lacs can apply for FSSAI basic registration.

2)    FSSAI State License:
FSSAI state license is required for food business operator whose annual turnover is above Rs. 12 Lacs and upto Rs. 20 Crores. Manufacture food business operator whose per day production capacity is upto 2 metric tonne can also apply FSSAI State license.

3)    FSSAI Central License:
FSSAI Central License is required for food business operator whose annual turnover is above Rs. 20 Crore and production capacity above 2 metric tonne per day. FSSAI Central License is also mandatory to apply if food business operator is a importer / exporter / having own E-commerce plateform.

Who needs Food License / Fssai License?

​•    Wholesaler, distributor, supplier, and retailer, food vending establishments, hawkers, club, canteen, Dhaba, hotel, restaurants, transporter, warehouses, storage, home based canteen, home based kitchen, Canteens in schools and colleges, temporary stall holder / permanent stall holder.

•    Every Importer including the import of food ingredients or additives.
•    Caterers working under Central Government or related agencies such as Railways, Airlines and airport, Seaport, Defence, etc.
•    All food business operator in manufacturing or dealing with an item of food additive or its ingredient, using some new process or technology, and/or a combination thereof, whose safety has not been established yet by the FSSAI.

Fssai License Fees / Fssai License Cost

FSSAI License or FSSAI Registration Fees is divided into two parts 1) the government fees and 2) the professional expert fees. Government fees is prescribed in the government website which is fixed according to the nature of business and type of license and charge for the application handling and an expert fees is charged by the Professional to prepare all the required documents and ready the application according to the rules and regulation of FSSAI License Authority.


FSSAI registration or FSSAI License is divided in three different types such as Basic registration, State registration and Central registration.
•    The FSSAI Government fees of the above mentioned food license are mentioned below:
•    1) Basic FSSAI License - Fees 
Annual turnover below 12 lakhs - 100/- per year
•    2) State FSSAI License – Fees
Annual turnover above 12 lakhs and below 20 crores - 2000/- or 5000/- per year

•    Tradename / Legal Name of the business on which they are desirous to take Fssai License / Fssai Registration / Food License


For FSSAI Central License:
•    Signed Form B by the proprietor/authorised signatory of the enterprise
•    Photo ID of the proprietor/authorised signatory of the enterprise such as PAN card, Aadhar card.

FSSAI License Renewal

The Fssai license / Food license / Fssai Registration have the validity which has been given for a specific period like one year or five years. Before expiry of that specific period, the food business operators have to renew the fssai license / fssai registration. As per rules and regulations of Fssai License, every existing Fssai license should file to renew before 30 days of expiry date. If the fssai license / fssai registration is file to renew within 30 days of expiry, then Rs. 100 per day penalty or late fee will be charged. After the expiry of the specific period, the Existing Fssai license got expired and the food business operators have to take new Fssai License / Fssai Registration.

After submitting the Fssai License Renewal application, it is forwarded to the Fssai License / Fssai Registration Officer to assess or check the application, all the documents attached are genuine and as per Fssai license rules or not. Fssai License officer also check the premises of the food business through inspection and verify that whether all the declared information, photos, attached documents etc are in place or not. Fssai License officials also check whether the food business operator is following the hygiene and the rules and regulations related to the manufacturing of food product. If the Fssai License Officials are satisfied with their inquiries and  verify that the rules and regulations of Fssai license and Fssai Registration are being adopted thoroughly, then your Fssai License will get renewed. Again, the maximum period for which the Fssai License will renew is 5 years.

Penalty of Non-Compliance of Fssai License / Fssai Registration:


Following are the penalties for Fssai License / Fssai Registration non-compliances which the Food Business Operator is found to violate them:


•    If the food business operator running their food business without Fssai License / Food License / Fssai Registration, then it is the violation of the provisions of the Fssai Act,2011. The Food Business operator may face imprisonment upto 6 months and the fine upto Rs. 5 lakh or both.
•    If the Food Business Operator is dealing in the product which is in low quality standards as per the quality standards and rules of Fssai License / Fssai Registration, then they will be penalized for an amount up to Rs. 5 lakhs.
•    If the food business operator using the brand of other product for their own product and selling it into the market, then he can penalized upto Rs. 3 lakhs.
•    All the Food Business Operator which are involved in retailing, storage, Wholesaling, distributions, or importing of Food Items containing extraneous matter, then such person will be penalized upto Rs. 1 lakh.


Various penalties have been given in the rules and regulations of the act which depends upon the nature of violation involved and the harm caused due to violation of the provisions. The violation of provisions of Fssai License / Fssai Registration of which the penalty is not defined, then the general penalty will be, the fine which may be extended upto Rs. 5 lakh along with imprisonment, depending upon the harm caused.
